Ms Ingrid Moses-Scatliffe was appointed as Chairperson of the Board of Directors of the National Bank of the Virgin Islands in August 2024.
An accomplished attorney-at-law and former Speaker of the House of Assembly of the Virgin Islands (2011-2019), Ms Moses-Scatliffe brings over 15 years of legal expertise as a Partner at Travers Thorp Alberga. She has held significant roles, including Chief Registrar of Lands and Project Manager for the Registry of Corporate Affairs under the Financial Services Commission, where she was instrumental in shaping land management and corporate governance. Her efforts laid a solid foundation for key policies and models in the Territory, including the financial services electronic filing system and the Virtual Integrated Registry & Regulatory General Information Network (VIRRGIN).
Prior to her legal career, Ms Moses-Scatliffe amassed over 15 years of experience in banking and financial services. At Barclays Bank PLC, she served as Head of Operations, overseeing the main branch in Road Town, East End, Virgin Gorda, and six ATMs. She managed Human Resources, Central Services, and IT while also focusing on regulatory compliance, risk management, and anti-money laundering practices, establishing her as a leader in financial operations. She holds a Master of Laws and Post Graduate Diploma from City University London, a Bachelor of Laws from the University of Wolverhampton and a Bachelor of Science in Computer Information Systems from St. Augustine’s University, North Carolina.
Ms Moses-Scatliffe has played a crucial role in governance and public policy, representing the Virgin Islands at numerous global parliamentary conferences. She is a certified dispute mediator, Money Laundering Reporting Officer, and a respected advocate for women in leadership throughout the Caribbean.
