Dr Benedicta P. T. Samuels was appointed Director of the National Bank of the Virgin Islands Limited in 2012. Dr Samuels is a Barrister and Solicitor. She has read courses in hedge fund administration and anti-money laundering. Dr Samuel has also completed a tutor-training program with the Financial Services Institute, H Lavity Stoutt Community College, Virgin Islands.

Dr Samuels is admitted to practice law in the Virgin Islands, Anguilla, Antigua and St. Kitts/Nevis. She has been appointed as a Notary Public and Commissioner for Oaths in the Virgin Islands. She is also a Member of the Society of Trust and Estate Practitioners and the BVI Bar Association and a former adjunct Lecturer of the H Lavity Stoutt Community College and the University of the West Indies School (Open Campus). She sits on several Statutory Boards, focus groups and Government-established Committees.
