Ms T’sa James Hodge was appointed Director of the National Bank of the Virgin Islands Limited (“the Bank”) in 2025, bringing over 16 years of expertise in regulatory compliance, anti-money laundering, and counter-terrorist financing.

Ms James Hodge serves as Compliance Manager at Ogier, leading compliance programmes and advising on internal policy development. In addition to her professional role, Ms James Hodge holds several key positions in the industry: she is Chairwoman of the BVI Association of Compliance Officers and Practitioners (BVIACO), a member of the BVI Joint Anti-Money Laundering and Terrorist Financing Financial Advisory Committee, and a Director of the Caribbean Regional Compliance Association (CRCA), where she hosted its Annual Regional Compliance Conference in 2025.

Earlier in her career, Ms. James Hodge was a Compliance Examiner at the Financial Investigation Agency. In that role, she established compliance and enforcement frameworks for non-profit organisations and designated non-financial businesses and professionals. Her expertise contributed to the 2014/2015 National Risk Assessments. In 2019, she proudly lectured on the ICA Advanced Certificate in Regulatory Compliance course at the Financial Services Institute at H. Lavity Stoutt Community College.

She is also a Commissioner for Oaths in the Virgin Islands and was honoured as Compliance Officer of the Year at the BVI Finance Awards in 2019 and 2020.
Widely respected for her leadership and influence across the financial services sector, Ms. James Hodge continues to play a pivotal role in shaping regional compliance standards and governance practices.

Mr Ormond A Williams was appointed Director of the National Bank of the Virgin Islands Limited (the “Bank”) in 2024. Mr Williams is a seasoned banking professional with 37 years of experience in retail and commercial banking across multiple jurisdictions, including St. Vincent and the Grenadines, Barbados, Belize, the UK with Barclays Bank, and the Cayman Islands with Cayman National Bank.

He has held senior leadership positions, including President/CEO and Executive Director. Mr Williams is currently the Managing Director and Principal Consultant of OAWilliams Consulting, a firm focusing on leadership and people development.

Ms Ingrid Moses-Scatliffe was appointed as Chairperson of the Board of Directors of the National Bank of the Virgin Islands in August 2024.

An accomplished attorney-at-law and former Speaker of the House of Assembly of the Virgin Islands (2011-2019), Ms Moses-Scatliffe brings over 15 years of legal expertise as a Partner at Travers Thorp Alberga. She has held significant roles, including Chief Registrar of Lands and Project Manager for the Registry of Corporate Affairs under the Financial Services Commission, where she was instrumental in shaping land management and corporate governance. Her efforts laid a solid foundation for key policies and models in the Territory, including the financial services electronic filing system and the Virtual Integrated Registry & Regulatory General Information Network (VIRRGIN).

Prior to her legal career, Ms Moses-Scatliffe amassed over 15 years of experience in banking and financial services. At Barclays Bank PLC, she served as Head of Operations, overseeing the main branch in Road Town, East End, Virgin Gorda, and six ATMs. She managed Human Resources, Central Services, and IT while also focusing on regulatory compliance, risk management, and anti-money laundering practices, establishing her as a leader in financial operations. She holds a Master of Laws and Post Graduate Diploma from City University London, a Bachelor of Laws from the University of Wolverhampton and a Bachelor of Science in Computer Information Systems from St. Augustine’s University, North Carolina.

Ms Moses-Scatliffe has played a crucial role in governance and public policy, representing the Virgin Islands at numerous global parliamentary conferences. She is a certified dispute mediator, Money Laundering Reporting Officer, and a respected advocate for women in leadership throughout the Caribbean.

Mrs Joy Penn was appointed Chief Executive Officer of the National Bank of the Virgin Islands Limited in 2013. Mrs Penn is responsible for the leadership and execution of organizational strategy, with the ultimate goal of making NBVI the leading commercial banking institution in the Virgin Islands.

She has over sixteen (16) years of experience in the banking industry and held the post of Vice President and Manager of the Commercial Loans Division for a leading financial institution before her tenure at the Bank. She is an executive member of the BVI Bank Association. She serves on the Board of Trustees of the Multi-Employer (BVI) Pension Plan and as Compliance Officer of the Ivan Dawson Memorial Scholarship Committee local non-profit organization. In her earlier years, Mrs Penn served as a Finance Lecturer and Researcher for the Financial Services Institute (now Robert Mathavious Institute) at the H. Lavity Stoutt Community College, specializing in Finance, Investments and Securities Markets.

Mr Everette Frazer was appointed Director of the National Bank of the Virgin Islands Limited in 2021. Mr Frazer has been the Investment Manager of the British Virgin Islands Social Security Board since 2012 and is responsible for managing local and overseas investment products. He has over 15 years of investment experience in advice, regulation, and portfolio management.

Mr Frazer is a former adjunct lecturer of different economics, finance, and investment courses at the H. Lavity Stoutt Community College. He has also completed a tutor-training programme with the Financial Services Institute.

Mr Ivan Hudson Carr was appointed Director of the National Bank of the Virgin Islands Limited (the “Bank”) in 2017.  Mr Carr has over 30 years of experience as a Bank Manager and Regulator in commercial banking and central banking (regulatory and currency management) and the management and stabilisation of insolvent banks. Before joining the Bank, Mr Carr served as CEO / Conservator of the National Bank Anguilla Ltd and Caribbean Commercial Bank (Anguilla) Ltd. under Conservatorship of the Eastern Caribbean Central Bank. He has served on boards of financial institutions and regional committees.
